User agent of Outlook 2016 has been partly changed, which may cause this issue to some customers.
For customers who encounter a problem of not being able to login to Outlook 2016. There is a possibility that the access is being denied by HDE Access Control Policy. Please confirm the current setting of Access Policy and modify as shown below.
Login to HDE Access Control Admin Console => Access Policy Group
[Condition to allow Desktop/Mobile application access]
