This issue may be caused by the partial change in the user agent of Outlook 2016.
For customers who encounter a problem of not being able to login to Outlook 2016, there is a possibility that the access is being denied by HENNGE Access Control Policy. Please confirm the current setting of Access Policy and modify as shown below.
Login to HENNGE Access Control Admin Console > Access Policy Group
[Specify the following condition to allow Desktop/Mobile application access]
ip4:220.127.116.11 or uastr:"%Outlook%"
Edit to :
ip4:18.104.22.168 or uastr:"%Outlook%" or uastr:"%MAPI%"
